Workshop Overview: The Department of Electrical and Electronic Engineering (EEE), University of Liberal Arts Bangladesh (ULAB), will host a workshop titled “Design to Maintenance: The Role of BNBC 2020 in Electrical Services for Buildings” on June 19, 2025, at Room PD-108, ULAB Campus, Mohammadpur, Dhaka.
This hands-on, industry-relevant workshop is designed to equip students, faculty members, and certified engineering professionals with practical knowledge of electrical service design, safety protocols, and compliance requirements in alignment with the Bangladesh National Building Code (BNBC) 2020. The session will comprehensively address the full lifecycle of building electrical systems, including lighting design, power distribution, earthing systems, lightning protection, and data/security infrastructure.
The workshop will be conducted by Yeasir Arafat, Associate Professor, P. Eng., Department of EEE, BUET, and a distinguished BNBC National Standing Steering Committee member, with extensive experience in power system design, fire safety, code development, and consultancy across over 100 national-scale projects, Mr. Arafat is expected to deliver an engaging and insightful session that blends theoretical foundations with practical, real-world applications.

Brief Biography of the Speaker:
Yeasir Arafat, P.Eng. is serving Bangladesh University of Engineering and Technology (BUET), as an Associate Professor of the Department of Electrical and Electronic Engineering (EEE). He obtained the B.Sc. in EEE from BUET with Honors marks and secured a place among the toppers. Shortly after, he joined the Department of EEE as a Lecturer, and upon completion of his M.Sc. in EEE, he was appointed as an Assistant Professor at BUET. His results in public examinations were excellent, standing within the top 10 among millions of examinees. His research work includes electrical & fire safety, renewable energy, power semiconductor devices, electric power systems, etc. He has published 33 research articles in peer-reviewed journals and world-famous conferences (mostly IEEE conferences) and submitted three articles awaiting decisions. He has contributed to the Bangladesh National Building Code (BNBC)-2020. Currently, he is a member of the National Standing Steering Committee on BNBC upgrades, under the Ministry of Housing and Public Works, of the GOB.
As an additional responsibility, Yeasir Arafat has served in several positions at BUET and worked on many commissions/committees formed by the government. At present, he is a member of the BUET Fire Safety Implementation Committee, and he was involved in the investigation of the nationwide sensational fire accidents of the Bangladesh Secretariat, the Liberation War Museum, the Bailey Road Fire, the BM Container Depot Fire, the F.R. Tower Fire, the Churihata Fire, and the MRT malfunction.
Yeasir Arafat has received Certificates in - National Electrical Safety Code (NESC, USA), Fire Safety Audit, Safety Assessment Work in Industries, Fire Fighting, Drafting Code/Legislation for Hazardous Fire, etc. He is a registered professional engineer, enlisted in the Electronic Construction Permitting System (ECPS) as an electrical engineer (DMINB # EE/C:61), and an assessor of P. Eng. Examinations of Bangladesh Professional Engineers Registration Board (BPERB), Fellow of The Institution of Engineers, Bangladesh (IEB), Senior Member of the Institute of Electrical & Electronics Engineers (IEEE, USA). A Board Member of the Electricity Licensing Board, OCEI, under the Ministry of Power, Energy and Mineral Resources (abbreviated as MPEMR), of the GOB. He is also the Chairman, Electric Wires and Cables Sectional Committee, Bangladesh Standards and Testing Institution (BSTI), Enlisted as “Independent Engineer” of Infrastructure Development Company Limited (IDCOL) Renewable Energy Projects, General Secretary, Electrical Safety Forum, Bangladesh, and former Vice Chair (3 terms), Secretary, and Treasurer (2 terms) of IEEE Bangladesh Section.
He has extensive experience building electrical wiring, lightning protection and earthing systems (LPES), fire detection and alarm systems (FDAS), and substation design. He also has experience in modelling, analysis, and impact studies of electrical grid networks (national and mini-grids), including conventional (including HVDC) and renewable energy, SCADA systems, etc. He also has vast experience in consultancy services. As a senior consultant; his major projects were: Padma Bridge Rail Link Project, Fleet Maintenance Facilities for Bangladesh Coast Guard, Head Quarters of Bangladesh Digital Security Agency, 40-Storeyed Investment Corporation of Bangladesh (ICB) Tower, 13 Fertilizer Buffer Godowns of BCIC, Technical Audit of Solar PV Systems, IDCOL, Pre-Feasibility Study of 100 MWP PV Power Plant (Air Force Welfare Trust), LPES for 350 Bigha Factory Premises of N. R. Group, 45 kWP and 43 kWP Solar Mini Grid in Cox’s Bazar funded by United Nations HCR, Power Plant Simulator (PPS) for PSCDP project of the Ministry of MPEMR, Design Vetting for French-German Embassy at Dhaka, “Comprehensive Study on Bangladesh Power System to Formulate an Appropriate Frequency Setting, Blackout Prevention and Islanding” for Power Grid Bangladesh PLC, System Loss Improvement in Bangladesh Export Processing Zones (BEPZs), Feasibility Study of Electricity Cogeneration in Sugar Mills etc., and many more (around 100 projects).
Yeasir Arafat is also a Public Procurement expert. He has delivered over 35 Keynote/Invited Talks at home and abroad. For professional purposes/works, he has visited China, Indonesia, Malaysia, Qatar, Singapore, Thailand, UAE, USA etc. countries and received trainings on - Integrated Energy & Power Systems, Nuclear and Coal Power, Photovoltaic (PV) Technology on/ off Grid Applications, Smart Grid and Vehicular Technology, Data Privacy and Security, Program Management, Developing Soft Skills for Leadership, Strategy, Tactics & Best Practices, Code of Conduct, Conflict of Interest, Antitrust and Fair Competition, Sanctions, Embargoes, Export Controls Anti-Boycott Laws, Professional Ethics, Industry Perspective of Leadership, and Communication Skills etc.
He appears on national Television, gives public awareness talks and interviews, and participates in panel discussions. He has also written several articles for national newspapers.
